1.我們，來自世界上120多個國家近300個政黨和政治組織的領導人共600多名中外代表，于2017年11月30日至12月3日在中國北京出席由中共中央對外聯絡部主辦的中國共產黨與世界政黨高層對話會。
1.We, the over 600 delegates representing nearly300 political parties and political organizations from over 120 countries, attended the CPC in Dialogue with World Political Parties High-Level Meeting hosted by the International Department of the Central Committee of the Communist Party of China (CPC) in Beijing, China from 30th November to 3rd December 2017.

2.本次高層對話圍繞“構建人類命運共同體、共同建設美好世界：政黨的責任”這一主題，就“習近平新時代中國特色社會主義思想”、“新時代中國：新發(fā)展、新理念”、“創(chuàng)新世界、中國貢獻”和“加強政黨建設：政黨的挑戰(zhàn)和未來”、“建設美好國家：政黨的實踐和經驗”、“共建‘一帶一路’：政黨的參與和貢獻”、“引領構建人類命運共同體：政黨的角色和責任”等議題進行了廣泛深入的對話交流，共同探討人類社會未來發(fā)展方向和現實問題的應對之道，推動構建人類命運共同體，攜手建設美好世界。會議達成廣泛共識，取得圓滿成功。
2.Under the theme of “Working Together Towards a Community with a Shared Future for Mankind and a Better World: Responsibilities of Political Parties”, extensive and in-depth discussions and interactions were conducted during this High-Level Meeting on various topics, inter alia, “Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era”, “Development of China: New Era, New Vision”, “Promoting Innovation across the World: Role of China”, “Building Stronger Political Parties, Challenges and Prospects”, “Striving for Better Development of Countries: National Practice and Experience of Political Parties”, “Jointly Pursuing the Belt and Road Initiative: Role of Political Parties”, and “Steering the Building of a Community with a Shared Future for Mankind: Role and Responsibilities of Political Parties”. These deliberations serve as a concerted effort to ascertain whither the development of the entire humanity and solutions to practical issues, and working together to build a community with a shared future for mankind and a better world. The meeting has been a complete success with broad consensus reached.

3.我們看到，世界正處于大發(fā)展大變革大調整時期，和平與發(fā)展仍然是時代主題。世界多極化、經濟全球化、社會信息化、文化多樣化深入發(fā)展，全球治理體系和國際秩序變革加速推進，各國相互聯系和依存日益加深，人類對美好生活的向往和需要日益上升。同時，世界面臨的不穩(wěn)定不確定性突出，世界經濟復蘇進程仍不穩(wěn)固，經濟增長動能不足，貧富分化日益嚴重，世界范圍內發(fā)展不平衡不充分的問題進一步突顯。世界安全形勢復雜多變，地區(qū)熱點問題此起彼伏，恐怖主義、網絡安全、重大傳染性疾病、氣候變化等非傳統(tǒng)安全威脅持續(xù)蔓延。我們生活的世界充滿希望，也充滿挑戰(zhàn)，建設一個美好世界是我們共同的理想和心愿。
3.As we are witnessing it, the world is undergoing major developments, transformation, and adjustment, but peace and development remain the call of our day. The trends of global multi-polarity, economic globalization, IT application, and cultural diversity are surging forward; changes in the global governance system and the international order are speeding up; countries are becoming increasingly interconnected and interdependent; and humanity’s aspiration and needs for a better life are on the rise. And yet, as a world we face growing uncertainties and destabilizing factors. The recovery process of the world economy remains unstable; global economic growth lacks energy; the gap between rich and poor continues to widen; and problems arising out of unbalanced and inadequate development become further pronounced on a global scale. Against the backdrop of a complex and volatile global security situation, regional hotspot issues crop up one after another; and unconventional security threats like terrorism, cyber-insecurity, major infectious diseases, and climate change continue to spread. The world we live in is full of both hope and challenges. The common ideal and aspiration of ours lie in the building of a better world.

4.我們認為，面對深刻復雜變化的國際形勢，沒有哪個國家能夠獨自應對人類面臨的各種挑戰(zhàn)，也沒有哪個國家能夠退回到自我封閉的孤島。國家的命運掌握在本國人民手中，人類社會的命運掌握在世界各國人民手中。站在人類社會發(fā)展的十字路口，我們如何看、怎么走，決定了人類的前途和未來。我們應該樹立命運與共的理念，改變獨善其身的意識，摒棄二元對立的思維，推動構建人類命運共同體、攜手建設美好世界。
4.We are of the view that, in face of the complex and profound changes in the international situation, no country can alone address the many challenges facing mankind; and no country can afford to retreat into self-isolation. The future of a country rests in the hands of her people, and the future of mankind rests in the hands of the people of all countries. As the development of human society finds itself at the crossroads, the way we see and go determines the prospects and future of mankind. We should foster and embrace the idea of interconnectivity of interests and a shared future in place of the self-concern mindset and dichotomic mentality, and promote the building of a community with a shared future for mankind and a better world.

5.我們認為，只有各國共同堅持走和平發(fā)展道路，我們生活的世界才能更加安定美好。和平與發(fā)展是有機統(tǒng)一體，兩者互為前提，互相促進。和平猶如空氣和陽光，受益而不覺，失之則難存，和平是各國人民的永恒期望，也是實現發(fā)展的前提條件。同時，解決世界各種矛盾最終要靠發(fā)展，只有推動持續(xù)發(fā)展，才能從根本上維護世界和平。各國應恪守維護世界和平、促進共同發(fā)展的宗旨，堅定不移推進合作共贏，積極參與全球治理體系建設和變革，推動國際秩序朝著更加公正合理的方向發(fā)展。
5.We are of the view that only when all countries follow the path of peaceful development can we live in a more peaceful and better world. Peace and development form an organic unity, underpinning and reinforcing one another. Peace, like air and sunshine, is hardly noticed when people are benefiting from it. But none of us can live without it. Peace has always been the aspiration of people worldwide, and the precondition for development. On the other hand, development holds the final key to resolving all kinds of problems in the world. Only through sustained development can world peace be fundamentally safeguarded. Countries should uphold the principle of safeguarding world peace and promoting common development, firmly pursue win-win cooperation, take an active part in building and reforming the global governance system, and make the international order more fair and just.

6.我們認為，推動建設相互尊重、公平正義、合作共贏的新型國際關系是構建人類命運共同體、建設美好世界的必然要求。相互尊重，就是要相互尊重主權、獨立和領土完整，尊重各自選擇的發(fā)展道路和價值理念，超越社會制度、意識形態(tài)和文化傳統(tǒng)差異，以更加開放和包容的態(tài)度推動國與國之間的交流合作，在追求自身利益的同時兼顧別國的利益和合理關切。公平正義，就是要推動各國權利平等、機會平等和規(guī)則平等，世界上的事情由各國政府和人民共同商量來辦；堅持聯合國憲章宗旨和原則，確保國際法平等統(tǒng)一適用，不能“合則用、不合則棄”；要根據事情本身的是非曲直決定立場政策，不拉幫結派、不搞雙重標準。合作共贏，就是要摒棄零和游戲、你輸我贏的舊思維，樹立雙贏、共贏的新理念，通過協商和合作，實現利益共享和共同發(fā)展。
6.We are of the view that forging a new form of international relations featuring mutual respect, fairness, justice, and win-win cooperation is imperative to the building of a community with a shared future for mankind and a better world. Mutual respect implies that countries should respect each other’s sovereignty, independence and territorial integrity, respect each other’s choice of paths of development and values, transcend differences in social system, ideology and cultural tradition, and promote exchanges and cooperation among countries with a more open and inclusive attitude, and accommodate others’ interests and legitimate concerns while pursuing their own interests. Fairness and justice implies that we should ensure equal rights, opportunities and rules, and that world affairs should be handled through discussions and consultations of governments and people of all countries; that we should uphold the purposes and principles of the UN Charter, ensure equal and uniform application of the international law instead of selective application based on one’s own interests; that we should decide our positions and policies based on the merits of individual affairs, and avoid factionalism and double standards. Win-win cooperation implies that we should forgo zero-sum-game mentality, and the outdated thinking of one party winning and the other party losing, and foster the new idea of mutual benefits, and realize shared benefits and common development through consultation and cooperation.

7.我們看到，構建人類命運共同體無前例可鑒、無經驗可循，但勇氣和責任感將照亮我們前進的道路，給予我們不竭的動力。大家一起走，就能走得更遠。在推動構建人類命運共同體、建設美好世界的過程中，政府、政黨、議會、社會組織、公民等都應發(fā)揮積極作用。其中，政黨作為國家政治生活的基本組織和重要力量，發(fā)揮著重要的政治引領作用。當前，持久和平、普遍安全、共同繁榮、開放包容、清潔美麗等日益成為世界各國人民對美好未來的期待，引領和推動世界朝著這個方向不斷前進，是政黨不可推卸的責任和使命所在。我們倡議世界各國政黨同我們一道，做世界和平的建設者、全球發(fā)展的貢獻者、國際秩序的維護者。不同國家的政黨應增進互信、加強溝通、密切協作，探索在新型國際關系的基礎上建立求同存異、相互尊重、互學互鑒的新型政黨關系，匯聚構建人類命運共同體的強大力量。
7.We are aware that there are no precedents or past experience to draw from in building a community with a shared future for mankind. Nevertheless, our courage and sense of responsibility will light up our path forward and provide us with inexhaustible strength. By moving together, we can go farther. In the process of building a community with a shared future for mankind and a better world, governments, political parties, parliaments, social organizations and citizens alike should all play their active roles. Among them, political parties play a critical role in garnering popular support and providing political guidance as the basic form of organization and important force in the political landscape of countries. At present, lasting peace, universal security, common prosperity, openness and inclusiveness, cleanness and beautifulness have increasingly become the aspiration of people worldwide for a better future, and it is the unshakable responsibility and mission of political parties to steer the world towards this direction. We call on political parties around the world to join us in building world peace, contributing to global development and safeguarding the international order. Political parties from different countries should enhance mutual trust, strengthen communication, and work closely to forge, on the basis of a new form of international relations, a new form of party-to-party relations featuring seeking common grounds while transcending differences, mutual respect and mutual learning, so as to create a mighty force that enables us to build a community with a shared future for mankind.

8.我們提倡，政黨要做伙伴關系的推動者。對話不對抗、結伴不結盟是國與國交往的正確道路。各國應摒棄冷戰(zhàn)思維和強權政治，不拉幫結派，不搞“小圈子”，在不斷深化相互認知和謀求合作共贏的過程中，建設更加緊密的伙伴關系。大國要尊重彼此核心利益和重大關切，大國對小國要平等相待，義利兼顧、義重于利，鄰國之間要與鄰為善、以鄰為伴。要把深海、極地、外空、互聯網等領域打造成各方合作的新疆域，而不是相互博弈的競技場。政黨要保持思想和行動自覺，推動各國政府和人民增進相互理解，促進政策溝通和民心相通，為建設全球伙伴關系發(fā)揮更加積極的作用。
8.We call on political parties to facilitate the building of partnerships. We should take the correct approach to developing state-to-state relations with communication, not confrontation, and with partnership, not alliance. Countries should discard the Cold War mentality, power politics, and sectarianism. They should forge a closer partnership by constantly deepening mutual understanding and seeking win-win cooperation. Large countries should respect each other’s core interests and major concerns and treat small countries as equals, uphold justice while pursuing shared interests, and place more emphasis on justice. Countries should forge friendship and partnership with neighbors and build the deep sea, the polar region, the outer space, the internet and other spheres into new frontiers of cooperation rather than a boxing ring for contest. Political parties should be more purposeful and take more actions to encourage governments and peoples of different countries to deepen mutual understanding, promote policy coordination and people-to-people bonds, and play a more active role in building a global partnership.

9.我們提倡，政黨要做世界和平的建設者。追求安全是人類的本能需求，我們要樹立共同、綜合、合作、可持續(xù)的新安全觀，既有效維護國家安全，也推進全球安全治理。要堅持以對話解決爭端、以協商化解分歧，尊重聯合國發(fā)揮斡旋主渠道作用，推動解決傳統(tǒng)安全和地區(qū)熱點問題，合力應對恐怖主義等非傳統(tǒng)安全威脅。政黨應更具責任感和使命感，發(fā)揮更具建設性的作用，不斷推動世界向遠離恐怖、普遍安全的目標邁進。
9.We call on political parties to contribute to the building of world peace. Yearning for safety and security is a human instinct. We should foster new thinking on common, comprehensive, cooperative and sustainable security to both effectively safeguard national security and promote world security governance. We should commit to settling disputes through dialogues and resolving differences through discussion, respect the role of the UN as the main mediation channel, promote the settlement of conventional security challenges and regional hotspot issues, and work together to deal with unconventional security threats like terrorism. Political parties should play a more constructive role with a stronger sense of responsibility and mission to bring about a world of universal security void of terror.

10.我們提倡，政黨要做全球發(fā)展的促進者。各國要堅持同舟共濟、合作共贏，不搞孤立主義、排他主義和保護主義。各國特別是主要經濟體要加強宏觀政策協調，維護世界貿易組織規(guī)則，支持多邊貿易體制，促進貿易和投資便利化，推動建設開放型世界經濟。同時，進一步完善全球經濟金融治理，以共商共建共享為原則，推動有關機制和安排更加公正合理。更加關注弱勢群體，集中力量精準扶貧，推動經濟全球化朝著更加開放、包容、普惠、平衡、共贏的方向發(fā)展，減少全球發(fā)展不平衡不充分現象，使各國人民共享世界經濟增長紅利。在這一過程中，政黨要更具創(chuàng)新性和行動力，兼顧本國人民發(fā)展和世界人民共同發(fā)展的需求，為世界創(chuàng)造更多合作機會，為建設一個遠離貧困、共同繁榮的世界貢獻更多智慧和方案。
10.We call on political parties to promote global development. Countries should stick together through thick and thin, pursue win-win cooperation instead of isolationism, exclusionism and protectionism. Countries, major economies in particular, should step up macro policy coordination, uphold WTO rules, support multilateral trade system, boost trade and investment facilitation and promote the building of an open world economy. Meanwhile, we should further improve global economic and financial governance and make relevant systems and arrangements more fair and just following the principle of achieving shared growth through discussion and collaboration. We should devote more attention to vulnerable groups, work hard on targeted poverty alleviation, make economic globalization more open, inclusive, and balanced so that its benefits are shared by all, and reduce imbalance and inadequacy in global development, so that the benefits of world economic growth are shared by peoples of all countries. In this process, political parties should, taking into account the demand both for domestic development and common development of the world, create more cooperation opportunities for the world, and be ready to break new ground and take more actions to contribute more wisdom and solutions to build a world of common prosperity void of poverty.

11.我們提倡，政黨要做文明互鑒的踐行者。文明差異不應成為世界沖突的根源，而應成為人類文明發(fā)展進步的動力。要尊重人類文明多樣性，促進不同文明不同發(fā)展模式交流對話，在競爭比較中取長補短，在交流互鑒中共同發(fā)展。政黨作為不同文明的傳承者和弘揚者，尤其應該秉持和而不同的精神，推動各國以文明交流超越文明隔閡、文明互鑒超越文明沖突、文明共存超越文明優(yōu)越，攜手建設一個遠離封閉、開放包容的世界。
11.We call on political parties to encourage mutual learning among civilizations. Differences among civilizations should be the driving force for the development of human civilization instead of the root cause of conflicts. We should respect the diversity of civilizations, promote the exchanges and dialogues between different civilizations and development models so that they can draw on each other’s strengths through competition and realize common development through exchanges and mutual learning. Political parties, while keeping civilizations alive and strong, should follow the spirit of harmony among diversity, encourage countries to replace estrangement with exchange, clashes with mutual learning and superiority with coexistence and make joint efforts to build an open and inclusive world void of reclusiveness.

12.我們提倡，政黨要做生態(tài)環(huán)境的守護者。人類共有一個家園，要樹立生態(tài)文明理念，堅持尊崇自然、順應自然、保護自然，形成人與自然、人與人、人與社會和諧共生、命運與共的局面。要倡導綠色、低碳、循環(huán)、可持續(xù)的生產生活方式，平衡推進2030年可持續(xù)發(fā)展議程，不斷開拓生產發(fā)展、生活富裕、生態(tài)良好的文明發(fā)展道路。要共同推動《巴黎協定》實施，在公平分擔前提下，積極做出更多自主貢獻承諾。政黨要著眼長遠、面向未來，承擔起為本代人、后代人和生態(tài)環(huán)境負責的重任，創(chuàng)新手段方式，為建設一個山清水秀、清潔美麗的世界作出更大貢獻。
12.We call on political parties to be the guardians of ecology and environment.As there is but one home planet to mankind, we should promote ecological progress, respect nature, follow its ways and protect it to realize the harmonious coexistence among human being, between man and nature and between man and society. We shall advocate the mode of production and lifestyle that is green, low-carbon, circular and sustainable. Efforts should be made towards the 2030 agenda for sustainable development in a balanced manner. We must pursue a model of sustainable development featuring increased production, higher living standards and healthy ecosystems. Joint efforts should be made to implement the Paris Agreement, and countries should make more intended nationally determined contribution under the principle of shared responsibility. Political parties should be forward-looking and adopt a long-term perspective to shoulder responsibilities for our generation, future generations, and for the ecological environment and pursue innovations to make an even greater contribution to building a clean and beautiful world with picturesque landscape and clear water.

13.我們高度評價以習近平總書記為核心的中國共產黨和中國政府為推動構建人類命運共同體、建設美好世界所付出的巨大努力和作出的重要貢獻。我們高興地看到，“一帶一路”建設逐漸從理念轉化為行動，從愿景轉變?yōu)楝F實，建設成果豐碩。中國在“一帶一路”建設過程中提出的思想理念也日益深入人心，“共商共建共享”原則被納入聯合國決議，以和平合作、開放包容、互學互鑒、互利共贏為核心的絲路精神日益凝聚起廣泛的共識，政策溝通、設施聯通、貿易暢通、資金融通、民心相通也為國際和地區(qū)合作提供了重要思路。實踐證明，“一帶一路”倡議順應時代潮流，符合各國人民利益，為推動構建人類命運共同體提供了實踐平臺，我們對此抱有熱切期待和良好祝愿。
13.We commend the immense efforts and important contribution of the Communist Party of China with General Secretary Xi Jinping as the core and the Chinese government in promoting the building of a community with a shared future for mankind and a better world. We are happy to see the Belt and Road Initiative gradually turning from an idea into actions and from vision into reality, bearing productive results. The thoughts and ideas put forward by China during the implementation of the Belt and Road Initiative have received wide support. The principle of wide consultation, joint contribution and shared benefits has been incorporated into the UN resolutions. Broad consensus has been reached regarding the Silk Road spirit of peace and cooperation, openness and inclusiveness, mutual learning and mutual benefits. The policy, infrastructure, trade, financial and people-to-people connectivity has emerged as an important approach to international and regional cooperation. Practice has proven that the Belt and Road Initiative conforms to the trend of the times, serves the interests of people of all countries, and provides a platform for the building of a community with a shared future for mankind. We wish to place on record our earnest expectations and best wishes for the implementation of the initiative.

14.我們高興地看到，習近平新時代中國特色社會主義思想強調，要推動構建人類命運共同體，這表明中國共產黨既是為中國人民謀幸福的政黨，也是為人類進步事業(yè)而奮斗的政黨，不僅關注本國人民福祉，也具備世界眼光和大黨擔當。我們也高度贊賞中共自我革命的勇氣。中共十八大以來，以習近平總書記為核心的中共中央堅定不移推進全面從嚴治黨，不斷提高黨的執(zhí)政能力和領導水平，為中國取得的歷史性成就、發(fā)生的歷史性變革奠定了最堅實的基礎，也為中國發(fā)揮負責任大國作用，為世界作出新的更大貢獻提供了最重要的保障。
14.We are gratified to note that the building of a community with a shared future for mankind is highlighted in the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It demonstrates that the Communist Party of China, as a large party with a strong sense of responsibility and global perspective, strives for both the wellbeing of the Chinese people and human progress. We applaud the CPC’s courage to carry out self-reform. Over the past years since the 18th CPC National Congress, the CPC Central Committee with General Secretary Xi Jinping as the core has unwaveringly promoted full and rigorous governance over the Party and improved the Party’s ability to govern and lead, which has put in place the most solid foundation for the historic achievement and transformation in China and served as the most important guarantee for China to play its role as a responsible major country and make new and bigger contributions to the world.

15.我們滿意地看到，作為中國共產黨與世界政黨高層對話會的配套活動，中方與非洲國家政黨代表圍繞“構建中非命運共同體：政黨的使命和作用”、與中亞國家政黨圍繞“引領地方合作、共建‘一帶一路’”主題進行了坦誠深入的對話交流，取得了廣泛共識。這些共識對于深化區(qū)域合作、推動構建區(qū)域和人類命運共同體具有深遠的意義。我們認為，中國作為世界第二大經濟體和世界上最大的發(fā)展中國家，其發(fā)展理念和成功實踐對發(fā)展中國家消除貧困、加快發(fā)展具有重要的借鑒意義。政黨對話在加深相互理解、交流治國理政經驗、推動務實合作、增進政治互信等方面發(fā)揮著重要作用，國際社會應鼓勵各國政黨之間開展更多交流，搭建多種形式、多種層次的國際政黨交流合作網絡。我們倡議將中國共產黨與世界政黨高層對話會機制化，使之成為具有廣泛代表性和國際影響力的高端政治對話平臺。
15.We are gratified to note that during the supporting events to the CPC in Dialogue with World Political Parties High-Level Meeting, in-depth dialogues were conducted and broad consensus were reached between the CPC and representatives of African political parties on the theme of Building China-Africa Community With A Shared Future: Mission and Role of Political Parties and those between the CPC and political parties from Central Asian countries parties on the theme of Steering Sub-national Cooperation and Jointly Pursuing the Belt and Road Initiative. The consensus are of far-reaching significance for deepening regional cooperation and promoting the building of a community with a shared future for the region and mankind. We are of the view that as China is the world’s second largest economy and the largest developing country, its development philosophy and successful practice can offer good reference to other developing countries in their efforts to eliminate poverty and accelerate development. Dialogues between and among political parties play an important role in deepening mutual understanding, in sharing governance experience, in promoting practical cooperation and in enhancing political mutual trust. The international community should encourage more interactions and exchanges between and among political parties of different countries and formulate international party-to-party exchanges and cooperation networks in various forms and at multiple levels. We propose that the CPC in Dialogue with World Political Parties High-level Meeting be institutionalized, and become a high-level platform for political dialogue with broad representation and global influence.

16.我們謹向中國共產黨和中國政府領導人為本次對話會成功舉辦所給予的巨大支持表示誠摯謝意，向會議主辦方中共中央對外聯絡部的熱情接待、周到安排和各有關方面的大力支持、志愿者們的悉心服務表示衷心感謝，期待對話會再次舉辦！
16.We express our sincere gratitude to the leadership of the Communist Party of China and the Chinese government for the tremendous support rendered towards the success of the High-level Meeting. We also express our heartfelt appreciation to our host, the International Department of the CPC Central Committee, for the warm hospitality and considerate arrangements as well as to the generous support from all parties concerned, and to the volunteers for their devotion and service. We look forward to the next meeting of the Dialogue with eager anticipation!
