It gives me great pleasure to attend the third China-US Governors' Forum. Let me first of all extend warm congratulations on the successful opening of the forum and express my deep appreciation to leaders of provinces and states for your hard work over the years to promote China-US relations.

剛才，我認(rèn)真聽了你們的發(fā)言，大家講得都很好。每次同中美地方負(fù)責(zé)人交流，我都很受啟發(fā)。2012年，我訪美時(shí)曾在洛杉磯出席中美省州長見面會(huì)。2013年，我在北京會(huì)見了參加第二屆省州長論壇的雙方代表。大家暢談地方合作，為發(fā)展兩國關(guān)系獻(xiàn)計(jì)獻(xiàn)策，我至今記憶猶新。
Just now, I listened attentively to your remarks. You all made very good points. Every time I interact with local leaders of China and the United States, I get much food for thought. During my visit to the United States in 2012, I attended a meeting between Chinese and American governors in Los Angeles. In 2013, I met with delegates of the second Chinese-US Governors' Forum in Beijing. I still remember our conversations on sub-national cooperation. And your ideas on how to grow the relations between the two countries were still fresh in my memory.

我曾長期在地方工作，深知地方領(lǐng)導(dǎo)責(zé)任之重、工作之不易，也深知地方合作對(duì)發(fā)展國家關(guān)系有著重要作用。國與國關(guān)系歸根結(jié)底需要人民支持，最終也服務(wù)于人民。地方是最貼近老百姓的。地方合作搞得好不好，關(guān)系國家層面的合作能否落地生根。為此，我一直高度重視中美地方合作。過去30多年，中美關(guān)系發(fā)展得益于兩國地方和人民支持，未來仍然要依靠地方、造福地方。
Having worked for many years in local governments myself, I fully understand how challenging it is to be local leaders, as the job carries immense responsibilities. I am also deeply aware of the importance of sub-national cooperation to the growth of overall relations between countries. State-to-state relations ultimately rely on the support of the people and serve the people. Provinces and states are closest to the people. Without successful cooperation at the sub-national level, it would be very difficult to achieve practical results for cooperation at the national level. That is why I place great importance on China-US sub-national cooperation. Over the past 30 plus years, the growth of our relations has been achieved with support of local governments and their people. Going forward, it will continue to draw strength from and deliver benefits to them.

我高興地看到，近年來，中美地方交流合作呈現(xiàn)新的蓬勃發(fā)展態(tài)勢(shì)。中國31個(gè)省區(qū)市同美國50個(gè)州建立了43對(duì)友好省州、200對(duì)友好城市。過去10年，美國42個(gè)州對(duì)華出口增幅達(dá)到3位數(shù)。據(jù)美方統(tǒng)計(jì)，中國過去5年對(duì)美投資年均超過80多億美元，增速還在加快。今天來的美國5個(gè)州，中國都是你們位列前四位的出口市場和主要留學(xué)生來源國。與會(huì)的中國6個(gè)省市，有的以美國為第一大貿(mào)易伙伴，有的吸引數(shù)以千計(jì)的美國企業(yè)投資，有的一年對(duì)美國貿(mào)易額增幅就超過40%。這些交流合作造福了兩國人民。
The new momentum of dynamic growth of sub-national exchanges and cooperation between our two countries has been truly encouraging. Thirty-one Chinese provinces/regions/cities have established 43 sister province/state relations and 200 sister-city relations with 50 American states. Over the past 10 years, 42 American states have achieved triple-digit increases in their export to China. According to statistics of the American side, Chinese investment to the US over the past five years has expanded by over eight billion dollars on average every year and the pace is still getting faster. For the five American states represented here, China is among your top four export markets and a major source of international students. Among the six Chinese provinces and cities around the table, some have the US as their largest trading partner, some have attracted tens of hundreds of American businesses, and some registered a 40 percent increase in their trade with the US in one single year. Exchanges and cooperations as such have truly benefited people of the two countries.

當(dāng)前，中美關(guān)系總體保持穩(wěn)定發(fā)展，各領(lǐng)域務(wù)實(shí)合作全面深化。我這次來，希望同奧巴馬總統(tǒng)和美國社會(huì)各界深入交流，規(guī)劃兩國關(guān)系發(fā)展藍(lán)圖。從國際上看，經(jīng)濟(jì)全球化繼續(xù)深入發(fā)展，產(chǎn)業(yè)升級(jí)醞釀新突破，各種生產(chǎn)要素在世界范圍內(nèi)加快流動(dòng)。在上述背景下，兩國地方交流合作有著更加廣闊的天地。
China-US relations have, on the whole, maintained steady growth, with deepening practical cooperation in all areas. During the visit, I hope to have in-depth exchanges with President Obama and people of all sectors of American society and draw a blueprint for the future development of our relations. As economic globalization continues to deepen, new breakthroughs in industrial upgrading are in the making, and factors of production are flowing at a faster pace across borders. These have provided broader space for sub-national exchanges and cooperation between the two countries.

首先，雙方要有效利用中美兩國經(jīng)濟(jì)巨大體量帶來的機(jī)遇。規(guī)模就是商機(jī)。中美坐擁世界前兩大經(jīng)濟(jì)體地位，這本身就是省州開展合作的巨大寶藏。美國作為世界第一大經(jīng)濟(jì)體，擁有廣大的市場空間，吸納外部商品、投資、人才的能力極強(qiáng)。從中國看，我們有13億多人口，山東、四川兩省人口都接近一個(gè)億，在座6省市人口加起來相當(dāng)于全美國人口的總數(shù)。我們正在大力推進(jìn)新型工業(yè)化、信息化、城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化，實(shí)施創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略，這一進(jìn)程將對(duì)外部商品、技術(shù)、服務(wù)產(chǎn)生海量需求。未來5年，預(yù)計(jì)中國將進(jìn)口10萬億美元商品，對(duì)外投資將超過5000億美元，出境旅游人數(shù)將超過5億人次。我們歡迎美國各州同中國地方加強(qiáng)合作。
First, the two sides need to tap into opportunities emanating from our huge economic aggregates. A big size means tremendous business opportunities. China and the US are the world's two largest economies. This is in itself a treasure house for cooperation between our provinces and states. As the world's largest economy, the US has a huge market and a strong capability to attract foreign products, investment and talents to its shores. In China, we have a population of over 1.3 billion. The provinces of Shandong and Sichuan each have a population of around 100 million. And the six Chinese provinces and cities represented here have a combined population roughly the same as that of the US. We in China are pursuing a new type of industrialization, IT development, urbanization and agricultural modernization, and implementing a strategy of innovation-driven development. This process will generate enormous demands for products, technologies and services from abroad. In the next five years, China is expected to import 10 trillion US dollars of products and invest over 500 billion dollars overseas; and outbound visits by the Chinese people will exceed 500 million. We welcome closer cooperation between American states and their counterparts in China.

第二，雙方要共同分享中美兩國改革發(fā)展的政策利好。變革是當(dāng)今世界的潮流。中國將堅(jiān)定不移繼續(xù)改革開放，中國各地正在進(jìn)行各方面改革開放的探索。美國努力調(diào)整經(jīng)濟(jì)結(jié)構(gòu)，采取“再工業(yè)化”、制造業(yè)回流等政策，制定了很多鼓勵(lì)科技創(chuàng)新、產(chǎn)業(yè)升級(jí)的戰(zhàn)略規(guī)劃，推動(dòng)經(jīng)濟(jì)持續(xù)復(fù)蘇。一些州出臺(tái)了不少招商引資的辦法，條件甚至比我們上世紀(jì)80年代還優(yōu)惠。這都會(huì)創(chuàng)造合作機(jī)遇。我們鼓勵(lì)更多中國地方到美國開展更高水平的交流合作，實(shí)現(xiàn)自身發(fā)展，也進(jìn)一步造福當(dāng)?shù)厣鐣?huì)。
Second, the two sides need to take advantage of favorable policies of reform and development introduced by the two countries. Reform is a prevailing trend in today's world. China will stay committed to reform and opening-up, and Chinese provinces and cities are doing their part in pursuing reform and opening-up in various aspects. The US is restructuring its economy, re-industrializing and re-shoring its manufacturing sector. To ensure sustained economic recovery, it has made strategic plans to spur scientific and technological innovation and industrial upgrading. Some states have introduced measures to attract investment, which are even more favorable than what we implemented in the 1980s. These will create opportunities for cooperation. We encourage more Chinese provinces and cities to come to the US for exchanges and cooperation at a higher level to develop themselves and deliver more benefits to the local communities.

中國正在制定“十三五”時(shí)期經(jīng)濟(jì)社會(huì)發(fā)展規(guī)劃。我們將著力實(shí)行新一輪高水平對(duì)外開放，加快建立開放型經(jīng)濟(jì)新體制。這方面，我們鼓勵(lì)一些有條件的地區(qū)先行先試。比如，我們?cè)谏虾！V東、天津、福建設(shè)立4個(gè)自由貿(mào)易試驗(yàn)區(qū)，采取準(zhǔn)入前國民待遇加負(fù)面清單的管理模式；在北京市開展金融、旅游、醫(yī)療等6個(gè)服務(wù)業(yè)領(lǐng)域?qū)ν赓Y開放試點(diǎn)，等等。我們將采取有力措施促進(jìn)國內(nèi)區(qū)域協(xié)調(diào)發(fā)展、城鄉(xiāng)協(xié)調(diào)發(fā)展，加快欠發(fā)達(dá)地區(qū)發(fā)展。我們將加快推進(jìn)“一帶一路”建設(shè)，為國內(nèi)各地區(qū)拓展對(duì)外合作搭建平臺(tái)。比如，新疆是絲綢之路經(jīng)濟(jì)帶“核心區(qū)域”，云南是“一帶一路”向西南開放的“橋頭堡”。“一帶一路”歡迎包括美國在內(nèi)的世界各國積極參與。這些措施將為中美地方合作創(chuàng)造機(jī)遇。
China is formulation its 13th Five-Year Plan for economic and social development. We will focus on a new round of opening-up at a higher level and speed up efforts to build and open economy. In the regard, we encourage well-placed provinces and cities to try out certain reforms measures. For example, we have established four pilot free trade zones in Shanghai, Guangdong, Tianjin and Fujian based on a management model of pre-establishment national treatment and negative list. In Beijing, we have, on a trial basis, opened up six service sectors including finance, tourism and healthcare to foreign investors. We will take effective measures to ensure coordinated development between different regions and urban and rural areas, and accelerate the development of underdeveloped regions. We will advance the "Belt and Road" Initiative at a faster pace to build platforms for different parts of China to expand their external cooperation. For instance, Xinjiang is a core area of the Silk Road economic belt and Yunnan is a gateway to the southwest under the "Belt and Road" Initiative. The US and other countries are welcome to actively participate in the "Belt and Road" Initiative. All these measures will create opportunities for China-US sub-national cooperation.

第三，雙方要努力發(fā)掘中美地方優(yōu)勢(shì)互補(bǔ)的潛能。發(fā)揮優(yōu)勢(shì)是合作成功的關(guān)鍵。中美各地優(yōu)勢(shì)領(lǐng)域各具特色，互補(bǔ)性很強(qiáng)。雙方應(yīng)該因地制宜，“八仙過海，各顯神通”。比如，艾奧瓦州有“美國糧倉”之稱，俄勒岡州也是美國的重要農(nóng)業(yè)區(qū)，可以同陜西、河北、黑龍江等中國農(nóng)業(yè)大省加強(qiáng)合作。加利福尼亞州的惠普公司在重慶建有全球電腦生產(chǎn)基地，雙方可以圍繞信息產(chǎn)業(yè)深化合作。密歇根州是美國最大的機(jī)動(dòng)車生產(chǎn)地，中方在座的六省市都在積極發(fā)展汽車工業(yè)，雙方可以探討開展更多合作項(xiàng)目。雙方還可以積極探索開辟第三方市場。
Third, the two sides need to unlock more local potentials for complementary cooperation. The key to successful cooperation is to leverage our respective strengths. Many areas in China and the US boast unique local strengths, which are highly complementary. We need to make full use of these strengths in our cooperation. Just as a Chinese saying goes, "When eight immortals crossed the sea, each showed their own magic." Take agricultural cooperation as an example. Iowa is known as the "granary of the US" and Oregon is also a major agricultural producer. These two states can strengthen their cooperation with big agricultural producers like Shaanxi, Hebei and Heilongjiang provinces. California's HP has set up a global computer production center in Chongqing, where further cooperation in IT industry and be expected. Michigan, as the largest motor vehicles producer of the US, can also explore cooperation with China. In fact, Michigan may start with the six Chinese provinces and cities present today, as they all have a booming car industry. And the two sides can explore cooperation in a third market.

中國正在大力推進(jìn)生態(tài)文明建設(shè)。這也是我們“十三五”規(guī)劃的一個(gè)重點(diǎn)方向。粗略計(jì)算，我們這些年每年環(huán)保投入近2000億美元，各地環(huán)保投入都在快速增長。這方面中國有需要、有市場，美國有技術(shù)、有經(jīng)驗(yàn)。華盛頓州在環(huán)保、海岸帶保護(hù)等方面有優(yōu)勢(shì)，就可以同中國一些環(huán)保投入大省或沿海省份加強(qiáng)合作。前不久在洛杉磯舉辦的首屆中美氣候智慧型／低碳城市峰會(huì)效果也很好，很多地方省州減排目標(biāo)走在了國家目標(biāo)的前頭，發(fā)揮著率先引領(lǐng)作用。這種努力值得肯定和鼓勵(lì)。兩國地方環(huán)保領(lǐng)域交流合作理應(yīng)成為中美合力應(yīng)對(duì)氣候變化、推進(jìn)可持續(xù)發(fā)展的一個(gè)重要方面。
China is making great effort to protect the eco-system, which is a priority in its 13th Five-Year Plan. According to initial estimates, China's annual input into environmental protection in the past few years approached 200 billion dollars. At the local level, environmental input is also rising rapidly. China has the demand and the market, while the US has the technology and the expertise. Washington, with its strengths in environmental protection, coastline protection in particular, can step up its cooperation with those Chinese provinces that invest heavily in this area or coastal provinces in China. The first China-US Climate Leaders Summit recently held in Los Angeles was as great success. Many of our provinces or states are playing an exemplary role by setting emissions reduction targets more ambitious than national ones. Such efforts need to be recognized and encouraged. Exchange and cooperation in environmental protection at the local level should be part and parcel of our joint efforts to address climate change and promote sustainable development.

我高度重視中美人文交流。“親戚越走越近，朋友越走越親。”中美民眾往來越頻繁，兩國友好的基礎(chǔ)就越堅(jiān)實(shí)，務(wù)實(shí)合作就越紅火。各省州應(yīng)該在教育、旅游、體育、青年等廣泛領(lǐng)域開展交流合作，支持社會(huì)各界和民眾多走動(dòng)、常來往。
I deeply value the cultural and people-to-people exchanges between our two countries. Relatives and friends become closer if they visit each other more. This is also true for Chinese and Americans. Exchanges bring deeper friendship and more vigorous practical cooperation. Local governments from both sides need to engage each other extensively in areas like education, tourism, sports and youth and encourage more interactions between people from all walks of life.

就業(yè)是各位省州長高度關(guān)注的問題，我們要通過開展這些合作，促進(jìn)增長，創(chuàng)造就業(yè)，使人民受益。
I know as governors, your are most concerned about employment. Cooperation in the above-mentioned areas will promote growth and create jobs, thus bringing benefits to our peoples.

今天來的中國省市，每家都有幾十、上百所高等院校，有的省在校生數(shù)量超過百萬。2006年，我在浙江工作時(shí)，出席了溫州大學(xué)和美國肯恩大學(xué)合作創(chuàng)辦溫州肯恩大學(xué)的簽字儀式。經(jīng)過多年努力，溫州肯恩大學(xué)去年正式設(shè)立，目前運(yùn)轉(zhuǎn)良好。浙江省還有近百所中小學(xué)同美國各地學(xué)校結(jié)成姐妹關(guān)系，往來活躍。雙方應(yīng)該探索形式多樣的教育合作，共同培養(yǎng)面向未來的高素質(zhì)人才。中方將在未來3年內(nèi)資助兩國共5萬名留學(xué)生到對(duì)方國家學(xué)習(xí)，美國也將努力在2020年前實(shí)現(xiàn)百萬名美國學(xué)生學(xué)中文，兩國將在2016年舉辦旅游年。這些舉措將為兩國各省州加強(qiáng)人文交流提供更多平臺(tái)。希望大家一道努力，把中美民間友好的橋梁筑得更寬、更牢。
The Chinese provinces and cities represented today are each home to dozens of, or even over a hundred, universities. In some provinces, university students number over a million. When I was Governor of Zhejiang back in 2006, I attended a signing ceremony for a joint initiative between Wenzhou University and Kean University to establish the Wenzhou-Kean University. After years of efforts, this university was finally up and running last year and is making good progress today. Also in Zhejiang, nearly 100 primary and secondary schools have established sister-school relationships with their US counterparts with robust exchanges. We also need to explore various ways of education cooperation and nurture high-caliber people that meet the need of our societies in the future. In the next three years, China will support a total of 50,000 Chinese and American students to study in each other's countries, and the US will provide opportunities to as many as one million American students to learn Chinese by 2020. We will hold the Chinese-US Tourism Year in 2016. These measures will provide more platforms for greater cultural and people-to-people exchanges at the sub-national level. I hope that we can all add building blocks to the bridge of Chinese-American friendship.

中國人常說“只爭朝夕”。西方人則講究“行事要趁機(jī)會(huì)好”。中美地方合作正當(dāng)其時(shí)。希望各位積極推動(dòng)兩國各省州抓住機(jī)遇、乘勢(shì)而上，共同譜寫中美地方合作新篇章。
Chinese people often say, "Seize the moment", while westerners believe in "making hay while the sun shines." Now is the prime time for China-US sub-national cooperation. I hope your will seize the moment, build on the momentum and work together to write a new chapter of China-US sub-national cooperation.
